Journeys are identified as servicing schools using something called Serviced Organisation. These require WorkingDays to be populated in the TransXChange.
If Passenger is ignoring school days only, either a Serviced Organisation needs setting up in your TransXchange software (eg Omnitimes) with all the dates, or an export setting needs changing so that this data is exported.
